Hi Mark…I’ve always worn a t-shirt in immigration and also the NBI office and shorts…you can wear shorts as long as your knees are covered (what knees have to do with anything is beyond me) but that’s their rule along with no flip flops…i wear my crocs in there every time i go which thankfully now is only once a year since getting my 13A visa
